Remove ballast and starter if it is separate then ballast. There are two screws holding the ballast. You can screw them with screwdriver and remove it from the fixture. You may need to remove wires to connect them in the fixture to complete the circuit.
What should you do next is to insert led lights in the sockets. You should insert the led light from top to bottom ends.
